Eco-Maqāṣid and Cross-Border Governance: A Policy Analysis of the Indonesia–Singapore Sustainable Industrial Zone

The acceleration of industrialization and energy transition in Southeast Asia demands green governance that is not only technocratically efficient but also ethically and religiously legitimate. This study aims to evaluate the policy framework of the Indonesia–Singapore Sustainable Industrial Zone (SIZ) in its early implementation phase through the operationalization of eco-maqāṣid (ḥifẓ al-bīʾah, ḥifẓ al-nafs, and ḥifẓ al-māl) integrated with the United Nations Sustainable Development Goals (SDGs 7, 8, 13, and 15). Employing a qualitative library and policy research design with a comparative-normative approach, data were collected through a systematic review of official government policy documents, bilateral agreements, and religious institutional publications (MUI and MUIS). The findings reveal that the SIZ systematically integrates ecological, public health, and economic justice dimensions into a cross-border green industrial governance architecture. Comparative analysis identifies a dual-track response pattern: a protective-distributive paradigm in majority-Muslim Indonesia to mitigate green grabbing risks, and a contributive-integrative paradigm in minority-Muslim Singapore to assert Islamic ethical relevance within a secular green economy. This study yields a replicable three-stage normative-evaluative model for cross-border policies. Its significance lies in shifting eco-maqāṣid from domestic jurisprudence to transnational policy evaluation, reinforcing environmental justice and ontological security.
